FSO Consultores was born from the desire to take advantage of the knowledge acquired over years of experience in Tax Administration and in the tax consultancy department in one of the “Big Four”, combined with the motivation to guide efforts around the client.
Responsible for the tax support provided by FSO Consultores to major economic groups – national and international, to the financial sector and within processes to optimize and/or change of pension plans.
Specialist in Social Security matters, including retirement and pension, in which capacity, in addition to providing client advisory services, is frequently invited to act as a trainer and mediator in training sessions and conferences, contribute to technical and opinion articles, and support journalists in commenting on legislative changes.
Also coordinates business restructuring processes, tax audits, due diligence, administrative litigation, individual taxation, cross-border mobility, expatriate support, and social security, and is responsible for tax support for the PALOP countries
Filomena's professional career has also included providing training in her expertise field, being the following noteworthy:
- Invited teacher of Tax in the Master class of Insurance Management and Pensions Funds in Universitat de Barcelona
- Being part of the academic staff of the Post-Graduation in Tax from Overgest-ISCTE.
- Trainer in the course "Social protection for local government workers" promoted by AEDREL.
- Participation in various Seminars and Conferences and other initiatives promoted in Social Security and Retirement area.
Before founding FSO Consultores, Filomena was part of one of the Big Four firms for over 10 years, where, in addition to serving as Deputy Tax Managing Partner, she was the partner responsible for tax support to the financial sector, VAT (Value Added Tax), and taxation in Angola.
Previously, her professional activity included working at the Tax Authority (AT), where she was part of the tax inspection team for about 9 years. She participated in tax audits of companies across various sectors, was involved in the Tax Inspection's Studies, Planning, and IT Unit and Review Commissions, advised the District Director of Finance in Lisbon, and conducted various internal training sessions and training for sectorial associations as a trainer.

- Degree in Business Management from the Universidade Livre de Lisboa
- Post-graduate in the Advanced Program in Insurance Management (PAGESE) from the Catholic University of Lisbon
- Arbitrator of the Tax Arbitration Court of the Administrative Arbitration Centre (CAAD) and Member of the Portuguese Tax Association.
