Part-Time Retirement

According to expert Filomena Salgado Oliveira, the current pension structure in Portugal has the wrong incentives, driving people into unemployment just to gain access to retirement. The part-time pension proposal aims to correct these distortions, allowing workers to reduce their workload without leaving the job market completely, avoiding the abrupt exit that can result in mental health problems and additional costs to the National Health Service.

According to expert Filomena Salgado Oliveira, the current pension structure in Portugal has the wrong incentives, driving people into unemployment just to gain access to retirement. The part-time pension proposal aims to correct these distortions, allowing workers to reduce their workload without leaving the job market completely, avoiding the abrupt exit that can result in mental health problems and additional costs to the National Health Service.

In the suggested model, the worker would continue to work part-time, receiving 50% of their salary and 50% of their pension, which would avoid the payment of “false” unemployment benefits, benefiting the public purse. This model would not be compulsory and would offer the option of a smoother transition to retirement, with the advantage of a higher final pension than that received after unemployment benefit. The proposal also has advantages for companies, which could hire young people and promote a more structured transfer of knowledge, improving productivity and employability.

Filomena Salgado Oliveira criticizes the lack of progress in implementing this reform, despite it having been promised for years, and highlights the need for legislative changes to the Labour Code to make it viable. Although other countries have not adopted comparable systems, part-time retirement could be highly beneficial in Portugal, considering the current pension system and the difficulties faced with early retirement
